Typical governmental bureaucracy (took me 10 times to spell that correctly - why does my grammarly not work when commenting?!)

Nothing worse than filling out forms and you get half way through and are missing an important piece of info at hand and it either times out or doesn't save.

In your case, sounds like a money grab to me. Ugh!
